Dr. Robert Pape DISMANTLES Professor Jiang on China’s Rise

Dr. Robert Pape went back to China in 2025 expecting to see something close to the country he remembered from previous visits. Instead, he says the trip completely changed his view. After visiting Wuhan, Hangzhou, Shenzhen and major Chinese companies, Pape came away convinced that America may be losing the next industrial and economic revolution, not simply because China has successful companies, but because entire cities are being transformed into integrated ecosystems of manufacturing, engineering, research and advanced technology. In this reaction, we examine Pape’s argument alongside the very different assessments offered by George Friedman and Jiang Xueqin. Is China still heavily dependent on exports? Is its aging population an existential weakness? Is Beijing merely a regional power or are those arguments describing a China that existed ten or twenty years ago? We look at China’s smart factories, robotics, semiconductor expansion, massive STEM pipeline, manufacturing growth, changing export strategy and the increasingly important role of Asia in Chinese companies’ long-term plans. And the debate ultimately gets much bigger than manufacturing. Pape argues that three things will determine who leads the world twenty years from now: economic weight, allies and technological capacity. His warning is that while the United States alienates partners and struggles with debt and industrial capacity, China may be positioning itself to benefit from exactly those mistakes.
