Prime Minister Paul Keating’s sole censure motion moved by Opposition Leader Alexander Downer

Filmed on 1 September 1994, a little over three months after Alexander Downer replaced Dr John Hewson as Liberal leader and Opposition Leader on 23 May. The video actually starts with Parliament Question time, with the first and third questions being asked by Downer, and the second question asked by Labor MP for Port Adelaide Rod Sawford. Downer then launches into his first and only censure motion that he would move against Keating as Opposition Leader, on the basis that Keating had been insinuating that Downer is racist and is affiliated with far-right groups such as the League of Rights - only for Keating and the Government to turn the tables by successfully amending the motion to censure Downer instead. Shown speaking here besides Speaker Stephen Martin are Downer (from the beginning for the first question, as well as his third question from 7:17), Keating, and Sawford (from 1:56) for the Question Time segment. This is then followed by the censure motion, moved by Downer (from 13:40), who is then followed by Keating (from 35:17), Nationals leader Tim Fischer (from 50:44), and Kim Beazley (from 1:05:20). Also of particular note is the “Boring! Boring!” interjection made by Andrew Peacock towards the end of Keating’s reply to Downer (from 48:14). This was actually the last contribution of Peacock's that was ever recorded on Hansard, as 1 September 1994 was the last day that Peacock would ever sit in Parliament. Between that day and when Parliament reconvened on 19 September, Peacock tendered his resignation as MP for the Division of Kooyong, triggering a by-election and bringing to an end a political career that began with his first election in the by-election following the resignation of Sir Robert Menzies in 1966. This, of course, meant a lifting of the leadership veto against Peacock’s bitter rival John Howard. With Peacock no longer in Parliament to oppose a Howard return, and with Downer’s leadership entering a terminal decline from September in the wake of the censure motion failure and a catastrophic domestic violence gaffe (The Things That Batter) a few days later, Howard began to prepare for a comeback that would ultimately lead to his return to the Opposition leadership in January 1995. Unfortunately, the footage cuts out during Beazley’s speech, and while I was able to locate the rest of his speech, I was unable to locate the rest of the motion - which includes contributions from Peter Costello, Clyde Holding, Peter Reith, and Gavan O’Connor.
