  The Joker sequel suffers from the same problem as the last Matrix film, studio executives pushing the creative process. Todd Phillips had no intention of making a sequel, but he knew the studio would make it without him if he said no. It genuinely feels like malicious compliance. The Wachowskis were given the same choice with The Matrix, make another one or someone else will, so they kill it.
