The best way to prevent fogging is to put the camera outside, to let it adjust to the outside temps. There is a defog solution you can get for dive masks that can work also.

In 1997 I was a photographer at the Cape and was assigned to document a VIP's visit on an Ohio class boomer. Overnight trip from Port Canaveral to Port Everglades. In the morning we stopped about a mile (?) offshore and the VIP and myself boarded a pilot boat to take us into the port. The sub didn't stay. And yep, just as soon as I exited the sub's hatch, my camera lens fogged up. My shots of the VIP getting off the sub onto the pilot boat were pretty much crap.
