"Strange that I have not."

-Palpatine, openly admitting to Vader that he could not sense or foresee Luke or his actions.

I'd put Obi-Wan on that list.

He may not be able to defeat him directly but boy does Obi-Wan know how to troll a grand plan.

Despite being killed twice, Talzin was strong enough to keep her personality in the force & bring others back to life. She was a true threat indeed. No wonder Darth Caldoth wanted Night Sister knowledge. They achieved things the Sith still struggled to grasp.

iirc correctly, Qui-Gon was often referred to as a "Grey Jedi" because he did not walk the path of the Council and instead chose his own path through meditation and communing with the Living Force.
He did not seek the Dark side, nor did he use it, but he did not blindly follow the dogma of the Jedi Council either.
Now THAT is a Jedi Master right there.

Luke uses the same inner strength and peace like Yoda to resist playing the Sith's game and thereby defeat the Emperor. He learned what he needed to on Dagobah.

Might be a stretch palpatine reminds me of something i heard about criminals from one of my favourite shows.
A cat burglar is always worried about their security.
A con artist is always sceptical of everyone.
A bully is someone who has no control, so he is trying to find an outlet of control.
Basically, what you do is a projection of your fears.

theres something palpatine feared more then those 3 things combined.

someone with common sense.

theres a reason palpatine tried having padme killed several times and was shitting his pants when five discovered the chips, fives was a bigger threat to palpatine then just about anyone else combined. he wanted fives gone by any means. also maul taking over mandalore is a honorable mention as maul would have really screwed palpatines plan for a empire had he been allowed to continue ruling which is why palpatine showed up personally to deal with maul and savage
