What Really Happened to Norton Motorcycles?

For more than a century, Norton was one of the great names in British motorcycling. It won at the Isle of Man TT, built legends like the Manx and the Commando, and outlived the collapse of the British motorcycle industry. In 2008, the name was brought back to Britain. What followed was a modern revival, three pension schemes, 255 people whose retirement savings became tied to one company, and a trail of company accounts, regulatory notices, an Ombudsman ruling and court records. This documentary follows that record from the beginning: from the founding of the Norton Manufacturing Company in Birmingham in 1898, through Norton's racing golden age and its decline, to the Garner-era revival at Donington, the pension investments, the January 2020 administration, the legal outcomes, and the sale of the business to TVS Motor Company. It separates what is established from what remains unknown, and it keeps apart the findings of the Pensions Ombudsman, the criminal court and the Pensions Regulator. Each applied a different legal test and reached a different conclusion. Two failures, connected but not the same. This is what the record shows. Main sources The Pensions Regulator, including its determination notices of 2019 and 2023 and its 2023 regulatory intervention report; the Pensions Ombudsman's determination of June 2020; BDO's written evidence to Parliament; the Work and Pensions Committee's evidence sessions; the Fraud Compensation Fund; Companies House filings; and the London Gazette. This documentary is based on the public record. Stuart Garner was convicted of three offences of agreeing to make employer-related investments, contrary to section 40(5) of the Pensions Act 1995. He was not convicted of fraud.
