I can see why the BSAA would eventually begin deploying their own BOWs. A lot of the time we see them deployed, they take massive casualties to their ranks. Like, how many of them did we see die in Resident Evil 6 alone? Each soldier lost is a human life that's never going to come back, at least with a controlable BOW no one is going to miss it.

Hound Wolf squad was BSAA. They kept working with the BSAA for a time before Chris started getting suspicious or pissed with BSAA leadership and broke off to keep watch over Ethan and hunt the Connections eventually setting target on Miranda.

I find it interesting that Chris acting on his own outside BSAA orders and try to confront them upon the discovery of B.O.W. usage by the organization is almost mirrored his act in 1998 when he and his surviving S.T.A.R.S. teammates trying to confront Umbrella for developing and using B.O.W.<br><br>Back then, his team couldn't get permission to do it and forced to investigate it privately but now with his own special forces, he decide to gone rogue and try to confront it to perhaps prevent it from escalating further.

Devil advocate here: BSAA casualties in their ranks is pretty high, so they cant just use "humans". Chris lived that long because he is exceptional, just the exception to the rule.<br>Just 1 mission and most of his team died in one of Resident evil movies (just surviving 7 or more missions like Piers is too rare to them)

The Ironic thing is the fact that even Chris, the founding members of BSAA have to watch the organization that he help build slowly rotten and become a mold. Its also Ironic that RE7 and 8 we are figthing againts the Black mold, a virus that corrupts its host into someone else entirely like what happen with Baker familiy in 7 and the Four House in 8.<br><br>But it also symbolize of how BSAA become corrupted same as the victims of the Black mold. They slowly corrupted and turn into mold.<br><br>And the biggest Ironic twist, Chris after become dissolution with BSAA. Create his own military units that works independently and clendestine like how USS operates. But also he receive a help from non other than Blue Umbrella that help him with his cause albeit silently. Chris must have been full of irony that he have to receive helping hand from the enemy he once destroyed.

The BSAA and the world in Resident Evil suffered so many terrible failures and I can see why it broke them. <br><br>- Their first major deployment being too poorly equipped to handle Wesker and Excella's operation in Africa as well as the mass death/infection of innocents there to the Uroboros experiments.<br><br>- The heavy losses in Edonia and the complete destruction of Tall Oaks and Lanshiang, with millions killed from C-Virus attacks caused by both Simons' Family, and Carla's Neo Umbrella respectively all while the two were secretly fighting each other. Meaning Wesker and Umbrella's terror live on through new villains borrowing their leftover ideas and weapons. Worse still the Family remains a threat, though they did disown Simons and left him to die.<br><br>- Having to still deal with new BOW attacks, by whole new threats like Eveline, the scientists responsible for the Louisiana outbreak in RE7 and Mother Miranda's cult in RE8. Though they became better equipped and were more successful, there was still a mass loss of civilian life and those civilians were also the infected armies they had to fight in those outbreaks by the time they got to do anything.<br><br>I feel that by RE8 they and the higher ups had enough of the losses and felt like they had to stoop to their enemies' level to give them a taste of their own medicine even out of spite. Overall tragic that they were pushed to that breaking point. (Addition: if not for morals then the politicians globally will definitely pressure BSAA admins and other logistics to demand something more effective just to mitigate the public backlash from citizens understandably being outraged at the failures)

How ironic the tables got turned for both the BSAA and Blue Umbrella.<br>No one ever thought the Umbrella name could do good. Dulvey flipped both organizations on their head. It was Blue Umbrella, not the BSAA, that made sure the field operatives had better technology and gear to keep them safe in the field, and Blue Umbrella detected the mold activity, notified the BSAA, and diligently guided them through the cleanup phase of Eveline’s destruction. While the BSAA failed to capture Eveline, covered up the incident, wiped Zoe from history, and dismissed reports of BOWs popping up in the region years after. Blue Umbrella succeeded where the BSAA failed miserably. And all while Blue Umbrella didn’t have a shred of trust from anyone. Maybe a little trust after years of working together and obeying the rules might have prevented some of this.
