  It feels like Tom was set there in advance by illuvatar as the spiritual foil against Morgoth before Morgoth even descended to Arda. Morgoth, whose “ring” was the corruption of the earth itself. Tom was his incorruptible antithesis, not in strength but in being. Sauron was Morgoth’s lesser, so Sauron and anything Sauron creates is lesser than Tom.
