Elrond and Círdan were standing right next to him. They told him to walk into the mountain and end it that hour.
Isildur refused, and called the Ring weregild — the blood-price for his father and his brother.
Here is what Tolkien never resolves: was that a moral failure, or was it never a choice at all?
The Ring was made in that mountain. Its maker's power was in it. Standing at the Sammath Naur may have been the one place on earth where refusing was not possible — which would mean Isildur is not guilty of anything except being a Man who had just lost his family.
Or he was simply the first person in history to be offered it, and he failed exactly the way every Númenórean before him failed.
Tolkien wrote both readings and closed neither.
Which one do you hold to?

In fact, the Elves of Eregion and the Numenoreans fell for the same reason: A fear of decay, of fading, of death. The details differ, but the motivations are identical: To stop the passage of time.

He was hooked the second he held it in his hand; his loss he used as justification. This I say because of what he wrote on Gandalf read in the archives of Minas Tirith. He read the words on it, but his mind twisted it to mean other than what it said, despite the obvious threat in the words. The ring was in control even to Isildur's death, for it contained Sauron's own energy, a good sized chunk of it. Isildur was no match for a messed up Maia, even if only part of one.
