  My head-canon is that due to the nature of the layer it will always betray the devil who rules it. Asmodeus keeps this information a closely-guarded secret. Levistus attempted to betray Asmodeus while Geryon was betrayed by Asmodeus so locking the two powerful devils in conflict there fuels Stygia with a constant flow of both sides of treachery like a feedback loop. Even though it appears chaotic it actually stabilizes the layer. It also allows Asmodeus to cheat the layer’s betrayal clause and control it indefinitely. Neither devil ever fully controls it so the layer has no observable ruler to betray. Just two devils locked in endless scheming and murder. Barely more than white noise as far as Stygia is concerned. Asmodeus gets to remain in power by proxy, forever. It’s a win/win/win for him.

  I like to think that Asmodeus saw Geryon&apos;s loyalty and was like &quot;... &nbsp;Really? &nbsp;I don&apos;t think you are ready for the big-time as a Devil yet. &nbsp;Not enough ambition and cunning. &nbsp;You need more time in the oven.&quot; &nbsp;So he banished him for the &apos;weakness of loyalty&apos;.<br><br>But I agree that pitting the two former lords against each other with Levistus having Asmodeus&apos; formal authority and Geryon having the martial might (of being an Archdevil able to fight on the frontlines) forces them to stay active, productive, and in top form for when Asmodeus has need later on.<br><br>All he really needs to do is revoke Levistus&apos; authority to end the war at any time, as Levistus cannot directly leverage his might as an Archdevil while within the ice. &nbsp;If Asmodeus appoints Geryon as the new leader of Stygia, the combination of formal authority and the might of him and his army would likely be able to take the city without much resistance.<br><br>Asmodeus has setup Stygia into a productive state of civil war tension, but can flip it back to a united front like a light-switch if needed.

  Cannot freeze? Admittedly, this is from a 2nd Ed. Planescape licensed property: in Planescape: Torment there is an art exhibit called the &quot;Dark Birds of Ocanthus&quot; which is describes as frozen bits of Styx. One mission has you capture a shard and feed it to an old man to erase his memory. That said, anything is Sigil can be subheaded, &quot;Your experiences may vary&quot;
