The Earth Federation Ground Forces did hold the line against Zeon's Earth Invasion Force with their guerilla warfare and working alongside the anti-Zeon resistance groups until the GMs were finally deployed.

It helps that with stable supply lines and compatible parts, the GMs were able to push back Zeon's forces despite the enemy possessed several different MS units that have incompatible parts and overstretched logistics.

It should also be said that besides it's mobile suits, the Zeon's traditional ground forces were kind of a joke. Like infantry marching into battle in parade formations levels of bad.

If it wasn't for mobile suits changing the rules for war, I don't think the Federation would have had to push Zeon off of Earth. They would have never lost ground in the first place.

They were issued the short end of the stick for sure, but they made used of that stick well enough to point that Zeon got desperate in the later months.

Honestly its ground forces was effective enough to hold the line and then shift the momentum on zeon's head.

It Honestly prospered post war with only its old terrestrial navy becoming practically a festigual limb that intentionally supplied zeon remnants to remain relevant

The Earth Federation ground forces actually did very well all things considered, because frankly Zeon had a technological advantage over them in Mobile Suits and even space superiority. The Federation lost a large part of their navy early in the war, and worse the colony drop destroyed a large part of the military assets for the ground forces, and yet they still held against Zeon forces.

Oddly enough. The Earth Federation Air Forces were very good at establishing Air Superiority or even total Air Supremacy.

EFF Soldiers describing the War being like: "Now listen up! Back in my day, we didn't have fancy [MOBILE SUITS] We had sticks. Two sticks and a rock for the entire platoon! And we had to share the rock! You should consider yourself very lucky marines! - Sgt. Johnson

And adding to the grit of the ground forces is how they still manage to remain somewhat organized even after the Colony Drop threw things into chaos, and Zeon pelting the planet constantly thanks to the Mass Drive they captured on the Moon till the landings could happen.
