The two biggest superpowers getting rid of their nuclear deterrent? It's like Tom Clancy's novels post Sum of All Fears. Barf, moreso, anyway. Such a dog's breakfast he made put of what could have been good stories.

Reagan's insistence on Star Wars made the summit a non-starter. It was certainly a violation of the spirit (if not the letter) of the 1972 ABM Treaty. Combined with the fact that the US had never ratified the 1979 SALT II Treaty and Reagan's public belligerent tone towards the Soviet Union, the Soviet Union was deeply suspicious of any promises from the U.S. Reykjavik did help start the conversation, but ultimately that was overcome by the events internal to the USSR that brought about its dissolution.

Extremely doubtful we would have just gone highly classified or developed it under a fellow government. In no world would we have given it up and forgot.
