"Fingers manipulating the screen" is a great way to define it cause that covers much more than simply texting and driving. Changing a song or typing in gps while driving is just as dangerous

Officer Dadino genuinely has the best cop version of bedside manner. Fair yet assertive. Can tell he’s used to dealing with a lot of different people each day from the New York years of service.
