Would it be a good idea in places like the Philippines to tie ropes between buildings when there's going to be storm surge so that if people need to relocate they can follow the ropes and hang on to them, the way you use a rope to cross a river? Or, since one building might collapse and drag another down, drive piles into the earth on opposite sides of streets so you can tie ropes to them instead.
