Why? Because it was made 1000 years after the war of wrath and the Valar had already returned to Valinor and dint want to get personally involved because the last time they got in the fight they sunk the western half of a continent.

Both; the last thing the Valar needed was a rerun of having Sauron's energy anywhere, let alone in their homeland. Elrond said it best when he said "The ring is altogether evil; none dare use it - the only answer it to destroy it in the fire whence it was made". I apologize if I didn't get Elrond's speech correct word for word, but I think I got most of it down.

Tolkien delineated the Valar so simplistically as to make them almost infantile. I mean really? Nienna crying hour after hour, day after day? And Orome the Hunter? What the eff was he hunting all the time? And Yavanna, gardening for millennia? Even Elbereth seems to do nothing more that sing. What an accomplishment! The Valar, compared to Homer's complex and nuanced Olympian gods are probably the most primitive pantheon ever created. And they screwed up virtually everything they were given to nurture. The Two Trees, whole parts of Middle Earth (as in Beleriand) and let's not even mention how Manwe couldn't manage rebellious Maia. He couldn't prevent really egregious actions of any kind. He was about as much of a simpleton as Tom Bombadil. Tolkien really was far better at coming up with evil personalities. Even Shelob is more interesting than a Vala. I refer you to Susan Sontag's essay on the glamour of evil.
