As GRRM had written them, I don’t see they have a great hunger for conquest itself, they suffered the Rhoynar for 25 centuries before wiping them out. Imagine if the Roman or the Persians or any empire had sole control for dragons, or nukes

I don't think "The most vindictive empire" is accurate.. it seems like they gave Old Ghis ample opportunities to just leave them alone but Ghis continued welcoming conflict by challenging them. If you show someone mercy and they don't stop, the only action left is supreme domination and ruthlessness.
