身為台灣人,經常海外出差,被外國人問了無數次兩岸關係。三十多年說明經驗下來,我總結了個自己簡單的說法:兩岸是中國人毛澤東和蔣介石還未完成的內戰。。。。這樣一說大部分人就懂了。

以后有外国人问到统一台湾问题,可以参考以下回答<br><br>1)你是否知道台湾的正式名称是什么?是 Republic of CHINA,简称ROC,从来不是Taiwan,这是ROC的宪法规定的,台湾是ROC的一个省。(一般外国人都会非常吃惊,他们根本不知道)<br><br>2)你知道 Republic of CHINA 的宪法里的领土是哪里?是包括台湾岛,entire mainland China,还有,even more,还包括蒙古,ROC宪法不承认蒙古是独立国家,认为仍然属于ROC的领土(一般外国人到这里就懵了,完全超出他们的想象)<br><br>3)中国大陆是 People's Republic CHINA,PROC,另一边是 Republic of CHINA,ROC,都是CHINA,Why? (一般外国人都会摇头表示不清楚)<br><br>4)因为中国其实实际仍然处于内战状态,officially still in a civial war for almost 80 years,两边从没签过和平协议 peace treaty,仅仅是 cease fire 停火状态,只不过停火时间比较长,70 years。<br><br>5)一般国家对待内战是怎么做的?给你举个例子,我在美国所以我用美国的例子,美国内战北边是Unions,南边是Confederacy,南边要独立要分裂,北边开打,一直打到南边投降,非常好的示范了该如何对待分裂分子,如何保证国家的统一。这是 Lighthouse of the humankind 的一个很经典的示范,美国为了统一,内战死了620,000人,这是个悲伤的例子,但敢分裂国家就打到你服。<br><br>6)每个国家的内战都不完全一样,中国大陆希望能通过和平方式解决统一的问题,不想两边再死更多人,所以内战停火70年,鼓励通过两边人民的交流,贸易,和政治对话和平统一。ROC曾经表现出愿意和谈,但是从10几年前开始越来越倾向分裂,所以根据美国和国际上其他国家对待内战的通常做法,我们只能越来越多的表现出更强硬的立场,大陆是在北边,台湾岛在南边,相信最后也会和美国一样北方打败南方统一国家,无论最后是和平谈判解决,或者和美国一样武力解决。<br><br>7)而且这是符合国际法的,联合国只承认一个中国,1945到1971是ROC代表中国,1971的联合国2758号决议 UN Resolution 2758 改为PROC代表中国,联合国和所有国家都只承认一个中国,要么和PROC建交,要么和ROC建交,没有一个国家同时和两边建交,当然联合国和<br><br>8)所以我们希望能最终能结束内战,完成国家统一,无论和平的还是武力的,毕竟还是在战争状态 (到这里基本上外国人就没话了,只能说希望和平解决,打仗不好啦之类的,我表示非常同意,没人愿意打仗,只要不分裂不台独,我们都希望和平统一 :)<br><br>To respectfully clarify: China has not been the one changing the status quo. <br>Whoever is moving towards declaring the independence of Taiwan is breaking the status quo. <br>No able country would tolerate the secession of its territory.<br><br>The status quo is mainly based on: <br>1. 1943 Cairo Declaration and 1945 Potsdam Declaration, which Japan accepted as they unconditionally surrendered. (Japan shall be stripped of all the islands in the Pacific which she has seized or occupied since the beginning of the first World War in 1914, and its sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku.)<br>2. United Nations General Assembly Resolution 2758 (Restoration of the lawful rights of the People's Republic of China in the United Nations. It recognized the People's Republic of China (PRC) as "the only legitimate representative of China to the United Nations")<br>3. China-US Three Joint Communiqués (1972, 1979, 1982, US President Jimmy Carter in TV broadcast to the entire world, that the United States recognized that the government of the People's Republic of China was the sole legal government of China, and acknowledged the PRC's position that Taiwan is part of China. )<br>4. 1992 Consensus (See following). <br><br>For whom would like to play with wording, I quote President Jimmy Carter in Three Joint Communiqués "We do not undertake this important step for transient tactical or expedient reasons. In recognizing the People's Republic of China, that it is the single Government of China, we are recognizing simple reality. But far more is involved in this decision than just the recognition of a fact." <br><br>This is the foundation of China-US relationship and President Carter has no intention to play ambiguous wording here in the full context of the Three Joint Communiqués. <br><br>Now some more facts on The status quo.<br>1. Taiwan is not the name of a country. It is the name of a island or a province. The Republic of China (ROC) is the acting governing body of Taiwan province.<br>2. In the current constitution of ROC, it states both mainland China including Mongolia and Taiwan province are the territory of ROC. <br>3. Mainland China is governed by the People's Republic of China (PRC), while Taiwan province is governed by ROC. <br>4. Two governing bodies are still in civil war since 1945 and have never signed a peace treaty nor an armistice. The current condition is in a ceasefire.<br>5. What do most countries do with civil wars? Take the United States as an example. When the Confederate States seceded from the United States, the Union states didn't tolerate such action and waged a four year civil war which resulted in 620,000 deaths of soldiers not including civilians. <br><br> What did The Union government do to counter The British and French support for the Confederate States? <br> a) diplomacy: The Union government dispatched diplomats to Europe to explain the cause of the war and to argue that secession was unconstitutional. The Union also attempted to persuade European nations that supporting the Confederacy would lead to a long and bloody war that would destabilize the entire continent.<br> b) Naval blockade of the Confederate ports.<br> c) Economic policy: The Union government encouraged domestic manufacturing to reduce reliance on British and French goods. The Union government also placed high tariffs on imported goods.<br><br>6. There are many ways for a country to end civil wars. PRC and ROC's semiofficial representatives had agreed on the 1992 Consensus which formed an basis of the dialogue between two, until recent years that ROC's (Taiwan) position has changed and deviating further away from the 1992 Consensus in both words and actions in the past 10 years. PRC (mainland) has made many attempts to invite the ROC representative back to the conversation on the basis of the 1992 Consensus but to no avail. With the growing possibility of Taiwan's permanent secession from the mainland, the PRC (mainland) took several different approaches and more firm actions and is still open to peaceful resolution based on "One China policy". <br><br>7. The United Nation and the vast majority of the countries (more than 200) in the world including the US only recognize the PRC as the sole legal government of China and established diplomatic relationships. There is only about five countries (depending on when) has diplomatic relation with ROC(Taiwan). However, in recent years, the actions of the US government (like arms sell to Taiwan) and its politicians have deviated further away from the three joint communicates between the US and the P.R.China.

为什么外蒙可以独立,台湾就不行?不用整那些理论,唯一的原因是取决于国力强弱,你国力保不住,那就可以独立,国力能保住就独立不了,换现在假若外蒙还在中国版图内,你觉得能独立吗?
