My personal theory is that Cyrano Jones from the Trouble with Tribbles is actually a Section 31 operative. He just happened to come to Station K-7 with the one creature that could both detect the poisoned grain as well as the disguised Klingon operative who poisoned the grain.

Just for funsies, Star Trek Online has the mind-controlling parasites explained as creatures genetically enhanced by the resurgent Iconians who use them to secretly control other races to use as pawns. It's actually a pretty fun arc to play through.
