  The American's weren't being generous Glen, let's be very clear and honest about what they did.  These economic investments were BRIBES to convince these states to favor US economic and geo-political interests over their own national interests.  Taiwan was BRIBED with US investment into it's high tech chips industry so that it would not reunite with mainland China.  Germany was BRIBED with US industrial investment so that it would not  insist on the removal of US occupation troops.  the  problem is that the US is running out of money to BRIBE states into putting US interests over their own, so now we see the stick come out.  it is nothing more than that, it never was anything more than that
