The thing that most people don't realize is that when someone uses an ultimatum as a threat over and over again, is that the repeated use wears away the receiver's resolve little by little, the way that drops of water wear away a stone. The first time, you panic, then later, you still feel a little fear, but not panic. Then the fear wears away to worry, and the worry wears away to consideration, then consideration become planning, and finally the receiver says, "Yes, let's do that thing you are threatening me with". And the person making those threats/ ultimatums never seems to notice that the other person's reactions are gradually muting - so they are always shocked when the ultimatum is accepted.
