  Chapter 35 of Ramesh Inder Singh’s memoir (*Turmoil in Punjab*) contains a massive administrative contradiction that completely dismantles his own defense. As the District Magistrate of Amritsar from 1984–1987, he tries to play it both ways, but the legal math just doesn&apos;t add up. <br> <br>Here is the exact loophole in his narrative: <br> <br><b>*1. The &quot;No Body = No Inquest&quot; Excuse*</b> <br>Singh claims his legal understanding at the time was that if there was no physical dead body, a Section 176 magisterial inquest wasn&apos;t required. He blames this passive stance on a consultation with an anonymous &quot;District Attorney.&quot; <br> <br><b>*2. The Self-Inflicted Contradiction*</b> <br>In the *exact same chapter*, he writes that he repeatedly demanded Section 174 police reports from his SSPs (specifically naming BUA Singh and Mohammad Izhar Alam) regarding suspicious deaths and disappearances. <br> <br><b>*The Catch:*</b> In criminal law, Section 174 is the exact structural gateway <b>to</b> a Section 176 inquest. A verbal hallway conversation cannot insulate a District Magistrate from constitutional duties. <br>* <b>*The 24 Ghost Letters:*</b> Singh claims he sent 24 separate communications to the State and Central Home Ministries demanding clarity, receiving zero replies. In standard IAS bureaucracy, every single outgoing letter is logged in a physical Dispatch Register with a unique serial number. Where are those 24 entry numbers? <br>* <b>*The Oversight Failure:*</b> He admits the SSPs were under his &quot;general supervision.&quot; If they were ignoring his statutory demands for Section 174 reports while secret cremations were actively occurring, where is the paperwork showing he escalated their insubordination to the Chief Secretary? <br> <br>Memoirs belong to literature; accountability belongs to the file. You don&apos;t get to claim you acted in good faith while refusing to produce the standard bureaucratic paper trail that proves it. <br> <br>To echo the Death Certificate Project: <b>The law was present before the fire. The file should have been created before the smoke rose.</b> Amritsar is still owed those files.
