They may have outsmarted the military, but they damn sure never figured out how to do it to the Comanches. They came pretty close to total extinction because the Comanches steamrolled so many tribes into oblivion, eradicating anyone that happened to be nearby. The Apaches were straight up very close to being erased entirely.
