  The issue is that we dont interact with fodder ninja in the show. In a world of thousands or millions of shinobi over the coarse of 80 year time span its not unreasonable to have this 100 characters that are"geniuses". Especially in different fields of ninjutsu.

  Most people don't realize how many geniuses there actually are in Naruto. Some are just intellectually gifted, some are talented in certain areas, some were prolific inventors who changed the landscape of the ninja world as we know it. Doesn't mean that any of them aren't geniuses because outside circumstances caused them to fall off, or that because certain things were handed to them that means they aren't as worthy of the title as others.

  10-15 geniuses isn’t that much when there are thousands of people who died in the ninja wars. The story revolves around around the main people. Not the full populace 😂

  If I remember correctly Chunin exams and Jonin exams both have academic and practical exams. Kakashi became a Jonin at 12 and aced those Written exams. He’s a Damn PRODIGY!

  Tobirama is a genius, he created many ninjutsu like flying thunder god, shadow clone jutsu, edo tensei and etc. While people like minato is a prodigy since jiraiya mentioned he was the one who perfected rasengan, he also perfected flying thunder god to the point that tobirama complimented him for that.
