The blinking lights on both the Ultras chests are called Color Timers ( for Nexus, it's called Energy Core ). They are used to measure how much energy an Ultraman has left. They can stay in their giant form for only 3 minutes due to not getting plenty of solar energy because Earth's atmosphere filters most of the solar rays and that is the only time limit their human host can take when transformed. Sometimes, it is just to indicate how much strength they have. When an Ultra is weakened, the timer will begin to blink. When the timer starts blinking fast, it means they are in the red. If the timer stops and lights out, then the Ultra will lose all energy and fainted. Revert back to human form, and be unable to transform for a while.
Should the timer be severely damaged, like ripped off, or cracked, then it means death.

The Blue light on Ultraman's chest is called the color timer, Ultraman can only be on earth for 3 minutes, if it starts blinking red, it means he's running out of energy, if it stops blinking, it's possible that they could die
