Before 2014, there was no statutory selection committee for appointing the Chief Election Commissioner (CEC).<br>The process was essentially:<br>Article 324(2) of the Constitution said the CEC and other Election Commissioners would be appointed by the President.<br>Parliament had not enacted a law prescribing a separate selection mechanism for these appointments.<br>In practice, the Prime Minister/Union executive decided the person to be appointed, and the President formally made the appointment on the advice of the Prime Minister
