The salt and pepper shaker missing isn't about being cheap. Alot of hotel do that for cleanliness and to try and stop spread of germs, same goes for toothpicks. <br>Especially for a transit/airport hotel that's a plus not a minus. It's hard to know who has what from wherever they are from and they may or may not know themselves. It's a precaution, not a flaw.
