I think my favorite theory is that Larry is just a office worker isekai’d into the Pokémon world

The JP version got it better, because after terrastalize, he said "Let me show you the working adult's special technique" and proceed to use facade, or in JP "Fake Cheerfulness" and they didn't even spoil him in the E4 battle

Larry himself perfectly explains why he's so iconic after his post-game battle:

"'Normal' (Pokémon) as in plain… average… unremarkable… run-of-the-mill… I'm pretty fond of them, you know? They suit me perfectly—I'm about as ordinary as you can get.

"People, Pokémon… There's no need to overcomplicate things. Nowadays people only seem to want a shock factor. Something weird, something bizarre.

"At the end of the day, though, nothing beats the relief of coming home, even after a fun vacation. When all's said and done, simplicity is strongest."

Larry is so boring that everything he does wraps back to being fascinating.

I love how he doesn't even introduce himself as the Gym Leader, but the guy assigned to be Gym Leader

I think it's really funny that amidst all the characters in this game, the dull eyed corporate guy is everyone's favorite. And even more funny, I'm absolutely in this category of people. We Stan Larry.

Gamefreak: Okay, we NEED to make a character that looks like what's in right now. And 2020 has taught us that everyone wants a streamer who has a over-the-top, forced, cute personality that's practically a Vtub--
Players: LARRYYYYYYYYYYYY!!!!!
Gamefreak: Wh--but look at Iono! Why do you like him???
Players: He's just some random dude that got pulled off of the street and told he's now a Gym Leader! He doesn't wanna be at work! HE'S THE PERFECT CHARACTER!
Larry: ...Can I go, now? I've gotta get back to work and Geeta'll dock my pay if I'm late.
Players: BEST! CHARACTER! EVER!
