The movie does not only focus on flooding in the city, it also focus on a man who uses a machine to relieve his past memories especially being with his girlfriend.

So the whole world being flooded thing doesn't have too much to do with the actual plot but I honestly kinda like that. It's not the main focus, just another part of this world really refreshing to see a movie that takes these dystopian tropes and uses them as just a side thing instead of the main event.<br>We have more than enough dystopian movies that focus on "tHe RiCh LiVe AnD tHe PoOr DiE bEcAuSe Of X dIsAsTeR"
