They make a pond skimmer that is a belt of wire mesh that is endless loop like a conveyor belt with fence wire. It starts under water ends above a barge where it gets piled up or chipped up then moved to a place for future use. It could be solar powered. The one i saw was gas powered. Its like a beach sand cleaning machine. It made for this getting weeds off of water.

I'm not sure your solving the problem by opening a gate on the dam, letting the plants float through the gap which will clog up the water way further down???

I'm just thinking of the use of those things somewhere and some point they couldn't collect them and use them for like plant fertilizer or I don't know there's got to be a use that's a lot of vegetation
