Why Tokyo's Hotel Tax Predates Kyoto's by 16 Years

Kyoto's hotel tax hike went viral worldwide. Japan's own Ministry of Internal Affairs and Communications tax registry shows Kyoto is one of at least 13 jurisdictions already charging a lodging tax - and Tokyo has run one since 2002, sixteen years before Kyoto's existed. What we could confirm officially Per the ministry's own registry (current as of January 2025): 3 prefectures charge a lodging tax - Tokyo (since October 2002, 100-200 yen/night), Osaka (since 2017, 100-300 yen), and Fukuoka Prefecture (since 2020, a flat 200 yen, reduced to avoid double-taxation where a city also taxes lodging). 10 municipalities charge their own separate lodging tax, including Kyoto (since 2018, 200-1,000 yen tiered by room rate, FY2023 revenue 5,199 million yen - the largest municipal total in the registry), Kanazawa, the Kutchan/Niseko resort area (2% of the room rate, not flat-rate), Fukuoka City, Kitakyushu, and Nagasaki. 3 more places - Tokoname, Atami, and Akaigawa - were already approved and scheduled as of the same snapshot. The ministry's own press-release archive confirms it issued further "new lodging tax" approval notices in July 2025 and February 2026. What we could not confirm, and did not guess at The exact current total number of jurisdictions with a lodging tax as of September 2026 is not known - only the January 2025 snapshot (13) is confirmed as a name-and-rate list, plus evidence that more were approved afterward whose specific names were not extracted. Some aggregator/travel-blog sites claim a much higher current total (47 or 62); we found no verified government source behind either figure and do not use them. What happens if you miss the last one. The rules nobody explains until you have already broken them, and what just changed that a visitor needs to know about. We answer the question first, then say what to actually do. We do not say "Japanese people think X" - we name where we read it, how many we read, and when. Where we could not find data, we say so instead of guessing. Not "Japan is amazing": the inconvenient and the strange too.
