I also solved this in my head in a few seconds. Immediately I saw this became 1/5 * 3, or 3/5.

"Certified Expert"? That question was on my 5th grade fractions exam. Most of the class got it right; even the jocks! Have we really sunk that far in 50 years?

Very good. This type of content shows common flaws in thinking. Order of operation is everything. First parentheses, then powers, then trig & log (?), then multiply & divide, then add & subtract.
