There's an exasperating amount of cable sleeves that have come out of their nipples or were never made long enough in the first place. Keeping them this way is worse than not having them; any moisture that happens to make its way in will just flow to the bottom and corrode everything it can. The point of the sleeve is to protect the cable from the inside of one part to the inside of another, otherwise you really might as well just ziptie the wires or use wire tape.
