if Everton owed Burnley $35 million for one year, Man City owes every team in the prem $200 million+ for 9 years

Not relegation! Expulsion! There's an important difference. With expulsion they have to find a league that will accept them next season.

Chelsea was already under embargo/sanctions due to Roman having prior links to the Kremlin, then under a forced sell otherwise risk ceasing to exist as a sporting entity
Roman was also under diplomatic pressure for years which meant he couldn't get a visa to enter the UK prior to being stripped of the club

The City situation is simply different, especially under the issues of the cases, and all the debt accrued by Chelsea was owned by Roman himself and accounted for most things, outside of not disclosing payments be it to unlicenced agents

This close to £1Bn by City was to inflate their worth without using any form of debt as if it were all legit and no risk.
City didn't need to do this as they got into wealth prior to the big rule changes, could've built up their area and get in legit sponsorships, built their youth system etc.

They can't admit to their guilt because it's not about reputational damage to a club or individual but to an entire state due to their sport washing

They can kick them out and there is a protocol for the FA to arrange which league they can apply to. There are rules already written for this type of outcome. It'll prob be starting in League 2 for next season.
