Whenever I see a villain who’s just a man in a suit, my mind immediately goes to corporate greed or political corruption. The suit and tie represent wealth and power, the kind that even an ordinary man in the real world can wield.

The suit is a claim of authority that is impersonal, relatively uniform, tradition bound, implying power and a manifestation of a system. It doesn't tell you who the person is, so much as that they are an important cog in a societal machine, which drinks in misery and outputs decadence.

I think the appeal of a „men in a suit“ kind of villain is because having this suit alone gives them a flair of elegance and manners, being polite even while committing villainous acts, making them somehow fun to watch.<br><br>Add a air of mystery to them and they might even appear more knowledgeable and powerful then the protagonist, making them feel more mythological compared to all the other characters.

The person in the suit is immaterial. The real villain is what's inside the suit which is usually INDIFFERENCE. <br>"Just doing their job", "Just business", "its for the greater good". Regards of whatever the goal is, the suit doesn't care how many people get hurt, sick, or die. It doesn't care how much is lost, spent, or wasted. It doesn't care what's in its way, holding it back, or trying to establish any kind of humanity, humility, or sympathy. It gets what it wants. And it will destroy everything to get it, if it means it gets to win.

The devil wears a nice suit and always gets the benefit of the doubt. There's a huge "cultural' connotation behind it. And it's usually proven right.
