The cardinal & bold logic the International community duly expected into account is that:<br>Permitting the ethical Rebels to table and giving them a chance for negotiation amounts to incentivizing ethnically motivated violence to dismantle the national unity.<br>As ethnic compositions in Ethiopia exceeds 80,allowing armed groups for negotiations would lead for further escalation as all ethnic fundamentalists take armed conflict as a means to realise their political motives.
