The Railroad America Built Almost to Washington — Then Walked Away

There is a trench in the woods of northern Virginia that nobody ever dug as a trench. Walk west from the visitor center at Manassas National Battlefield Park and the forest floor rises into a ridge too straight to be natural, then reverses into a cut with walls standing above your shoulders. It is graded. It is drained. Stone culverts still carry streams underneath it. And no train has ever touched it. This is the Manassas Gap Railroad Independent Line, the abandoned railroad the park signs simply call the Unfinished Railroad. Between 1854 and 1858 a Virginia company graded roughly thirty-five miles of it across Prince William and Fairfax counties, cutting through ridges, throwing up embankments, laying stone culverts and setting bridge abutments on Bull Run and Cub Run, aimed at the deep-water port of Alexandria on the Potomac, directly across the river from the capital of the United States. By 1858 the hard part was done. Then the company walked away, never laid an inch of iron, and never came back. The reason it exists is a fight over wheat. Alexandria had grown rich on Shenandoah Valley grain hauled east by wagon through the gaps in the Blue Ridge, and from the 1830s it watched that trade swing north to Baltimore behind the Baltimore and Ohio Railroad. Chartered in 1850 under Edward Carrington Marshall, youngest son of Chief Justice John Marshall, the Manassas Gap Railroad had rails through the mountain to Strasburg by 1854 and ninety miles of working line. But its eastern end was Manassas Junction, thirty miles short of the water, and its charter forced it to reach tidewater over the Orange and Alexandria Railroad's tracks, at thirty-three thousand dollars a year. In March 1853 the legislature let it build its own route to the sea. They called it the Independent Line, and the name is the whole argument. It was cut by hand. The National Park Service panel beside it is direct about who did the work: local slaves and Irish immigrants, felling trees, leveling the roadbed and quarrying stone. By 1857 the roadbed was nearly finished and the company had bought the expensive part of a railroad without buying the cheap part - no crossties, no rails, no bridge spans. Then the Panic of 1857 froze American credit, and finishing needed close to nine hundred thousand dollars in a year when nobody was lending. But the panic alone does not explain why it was never built. Three years of condemnation suits in the Fairfax County Court had already eaten the calendar, a war then held the corridor still for four more, and in 1867 a single corporate signature quietly deleted the only reason the line had ever existed. There is also the part almost nobody expects: the three days when this empty grade became the decisive terrain of a battle, close to twenty thousand men fighting from behind its cuts and fills. What remains is some of the strangest forgotten infrastructure in the Washington suburbs. The longest piece runs for miles through Manassas National Battlefield Park, protected not because it was a railroad but because it was a battle line. Off Royce Court in Annandale, an eleven and a half acre park holds roughly eighteen hundred feet of unfinished railroad and its original 1850s stone culverts, still passing streams under an embankment built for a train that never came. More fragments survive near Centreville and at Mount Gilead, where a tunnel was bored for a railroad that was never going to get there. Virginia put the line on its Landmarks Register in March 2000.
