Seems they could've had these lost towns as burnt out husks with a sleeping dragon in the centre as to highlight the threat that the revived dragons pose.

"why would there be a random coaching inn in the middle of nowhere"
Because that's what it is... Historically inns were often placed at All of the convenient intervals between major cities so that travelers who needed food, water, shelter, sleep, and just plain rest from their walking could get it.
Inns are often Meant to be outposts in the middle nowhere, along major roads. Often when there are 'villages with inns' along major routes, it is actually an inn with a village that grew up around it. The Nightgate inn is in a convenient place to be such an inn.
I still think that having a Heljarchen village would have been good though.

There is a mod for Skyrim called "Legendary Cities" that re-adds some of the larger missing cities from Arena into Skyrim.

Always thought it was strange that Riften hold is so empty when it's clearly the most fertile and resource rich land, the skyrim game makes the area seem smaller but in the OG map it's a vast area with endless old growth forests, mineral resources and fertile meadows everywhere. But instead, every lives in glorified igloos in the frozen tundra next door.

I do wish that they would have beefed up the villages and stuff when making dlc.

It’s kinda hard not to be cynical about some of these cuts. Like I don’t think a lot of these were done for artistic reasons, but because of that damn 11/11/11 release date

I kinda wish they put in ruins where the cut towns were, just to give those long standing players something.
It could even give the impression that the war is having an impact in the world too.

Old Hroldan gives a similar vibe to the old ghost towns of the gold fields of Australia. Towns that still exist as place names, streets that still appear on maps and nav systems; but nothing left on the ground, perhaps a building foundation or a small graveyard, but just as often nothing but a vague impression of something that should be present but isn’t. Plenty of those communities lived and died in only a meter of years, growing to large towns with multiple shops and services in a few years, slinky to fade away as the world moved on and being abandoned entirely within a few decades at most.

Old Hroldan is the last survivor of a long dead village that’s been gone for so long there’s nothing left but the memories of the dead and the fading firelight of an inn continuing to serve even while it slowly dies.

On the Cutting Room Floor really was one of the most important "vanilla" mods to add to the game.
