Deaths that work happen 80% into a character's arc. <br><br>You need to feel that they had potential to do more, before they die.

I think another reason why character deaths in Game of Thrones were so shocking and impactful is that they radically change the order and functioning of the world after the characters die. For example, Robb Stark's death completely changed the workings of the North; the Boltons began to rule the North, tensions between the northean families increased, and the North was left without a leader for the first time in a long time. After Tywin's death, the entire realm began to collapse; the Lannisters, who were at the height of their power, began to weaken. Even Joffrey's death, despite him being a hateful sack of dirt caused conflict and distrust between powerful houses and weakened the authority of the crown with his weaker brother becoming king. Every time a character died, the world and rules changed drastically.
