We have old ship yards rusting empty. My brother in law teaches welding at the local collage. The students are fighting to find jobs.

The Navy's problems are easily solved. First fire 80% of the Admirals. Then enlist an extra 10000 sailors so they can be trained and then specialize in ship building to augment current civilian work forces. These sailors would be paired with the current civilian workforce and encouraged to join that workforce when their enlistment terms are up. It will solve almost all the backlog problems in construction of Naval ships in less than 2 years.
