  A semi pseudo tier list that doesn't have neither Gyarados or Slaking is kind of crazy. Arcanine, Gyarados, and Slaking are some of the first ones who made this archetype. Especially Slaking, the only reason Slaking isn't a pseudo is because his stats is not exactly 600, lol.

  I bet some of these Pokemon could also be considered starters like Haxorus and Aggron as they fit the three-stage evolution criteria

  Gyrados was the first to come to my mind. Dude dominated in the first 3 generations, even when all water moves were classified as special movies. And gyrados didn’t have a good special attack. And yet dude dominated. Also magnezone, vaporeon, and crobat come to mind.
