You missed AL Mcwhiggen from Toy Story 2. He would likely be near the bottom since he only stole Woody, mistreats his employees and recklessly drives to work. He would likely get a few years in prison plus OSHA violations and fines.

I know Bellweather isn't a pixar villain, but I'd put her in d tier only because she had the general popularity shook about who the villain was.

0:48 Hanzo Hashasi from MORTAL KOMBAT: I highly doubt that (In my school vr game, she gained a treason, Abuse of power and 5 involuntary manslaughter charges, the first for giving very important information to Haven, the second was to trick the kids into a very dangerous version of Search and scare and the final crime happened as the Location Goalius was at was Booby trapped and was home to a clan of Infernal Ninjas)

One thing I've noticed in some Pixar movies, some of the characters, sound like the Peterbilt Truck from cars.
