I think I heard somewhere that initially Oda just wrote distinctive but relatively normal laughs for each of his characters to set them apart, but when he noticed that the anime was attempting to do those laughs verbatim he started writing his laughs increasingly ridiculous to see what he could get the voice actors to do.

fun fact, the laughs turned into a bit of an arms race, Oda at the start gave everyone a different word so you knew who was laughing, but when they started the anime they put the laughs in as written, so as they went he started making them sillier and sillier to see how they would commit to the bit and how they would do them
