Something like Whirlwind Axe is where this might be more noticeable. Not just the rage generation but the 50 rage needed to activate Sweeping Strikes + Cleave to kill two mobs which is iconic Warrior leveling and makes the Whirlwind Axe worth getting.

I posted on the forums about this. Floor of rage gen, logarithmic cap for damage above the floor. Crits are 1.5x rage. Then you get the ability to have rage spikes and some gear progression. If it's logarithmic stacking AP to the moon may not be the best damage.
