UK has spent 30 years as a rentier economy, focused on property speculation, landlordism and financial engineering. Capital went into the wrong areas, seeking easy returns that didn't grow the economy.

Britain isn't broken because of bad luck, it's broken because Westminster spent decades choosing short-term austerity over long-term investment and called it fiscal responsibility. The planning system alone makes building anything so expensive and slow that decline becomes self-fulfilling. The potential is there, the framework to unlock it is completely shattered.
