Eladio knew Gus killed Lalo, but he also knew the salamancas took it upon themselves first to take revenge. It was only after the salamancas lost to Gus (lalo dead) that they brought the accusation to eladio. This was a typical level of independence of the salamancas, which needed to be curtailed, therefore eladio gave Gus a pass on the killing, because eladio never sanctioned lalo trying to take revenge. The entire scenario is just power dynamics. The Salamancas strayed too far down the road of independence, lost, and the came crying to eladio, who turned a blind eye to a now weakened and dying Salamanca group. Eladio knew the days of the Salamancas were numbered as Gus had bested them at every turn. He even sends hector to bed early like a child, emphasizing their weakened position

Eladio isn't stupid, he knows Fring hates him, so does everyone else at his table, they all smile and hug and toast to his health but Eladio knows they would all stab him in the back at the first sign that they could get away with it, that doing so would be in their self-interest, that's the nature of the business. Hate is expected, just so long as they know who's the boss.

Thing is Don Eladio probably knew the accusation was true, but since Gus was making him so much money he decided to turn a blind eye to what seemed like a long conflict between the Salamancas and Gus.

You cut out the scene where Bolsa nervously pours himself a drink after the meeting. <br>His role in the cartel is pretty funny as he's the only non-insane person trying to keep all of them together somehow.

My theory on Don Eladio is that in his youth he was in a position similar to Hector, head of his own drug running family and he was such a ruthless and violently effective killer and leader, he tied together his family and the Salamancas into what we see in BCS/BB as "The Cartel". In his fit of rage before his stroke, Hector mentions paying for Eladio's house to be built among many other gifts and respect we see given to him throughout the series. Why did I go off on this tangent about Eladio? It's the only reasoning I can make for him letting this obvious treachery and infighting continue, he is trusting his reputation will keep him clear of the crossfire whilst his subordinates check and balance each other.<br><br>Hector may have received the brunt of Fring's hatred but Eladio foolishly assumed he was "off limits" from his vengeance. Don Eladio was probably the most feared gangster south of the border but even he couldn't have been prepared for a man whose hatred far, far outweighs his fear of retribution and own stake in the drug business, even so much as willing to drink poison as well just to convince you it's safe.
