I've been in northern Minnesota when the temperatures get below -30ºF. Locals are advised that it is too risky to keep the snowplows working because if there is a breakdown they can't count on being able to get anyone out to help them. People are advised not to go out unless they have a serious emergency. The stores are all closed and about the only thing that remains open is the hospital. Most people actually do stay home. I also learned that propane even stops flowing at around -40º so you need to have an alternative source of heat.
