    The original concept of council democracy (soviet=council) had a potential to address some of the issues our current electoral systems. Delegate is nominated from a much smaller pool, he or she is someone voters know personally, a neighbour, a colleague, not a professional politician. Delegates are each given a list of policy directives to vote on, and they can be recalled and replaced at any time between elections. <br><br>In USSR the Soviets ended up being subordinate to the Communist party, which was itself part of government, not a political party in a traditional sense. But despite the shortcomings, there were always opportunities for regular citizens to participate in politics, especially at the local level.
