First off, Mad Max(1979) took place in Australia. Second, it was ahead of it's time and achieved a lot without a major studio budget. Just like The Terminator and 28 Days Later. They did the most with what they had. Then, when the first movies became smashes, then the studios gave them the big budgets to achieve their visions. Then you have the sequels look how they were supposed to.
