I don't think you'll ever be able to replicate the "Smackdown 6" era. It's just that there's such a combination of so many things that made it all work.

People like Benoit and Guerrero knew that with Paul Heyman running things, workhorses like them would be given the spotlight they deserved, so they put out some of their best work.

Then you had a lot of incoming talent like Rey that wanted to impress now that they're in the WWE, so they put out some of their best work.

Then you had people like Edge that made a name for themselves as "hot young prospects" in the Attitude Era, but now that it was the early to mid 2000's, they were looking to elevate themselves past "up and comer" and into "legitimate main event" status, so they put out some of their best work.

And due to a multitude of backstage factors, Paul Heyman was given all the assets and budgets of a full WWE production with only minimal creative oversight, and he too put out some of his best work.

"Missed opportunities in wrestling" is a beloved topic that gets a lot of wrestling fans talking, but I think this era of Smackdown was one of the few examples where everything that should've gone correctly, did go correctly, and it created one of the most-beloved eras of any wrestling promotion ever.
