Unless those old properties agreed to joined the HOA they have no authority. Homes predating the HOA have to agree to join the HOA to be under their authority. AS to noise issues that would be coming to nuance since he was running his business before HOA was formed. I doubt black walnut is the only wood he is storing it wouldn't make sense. NO resolution passed by the HOA can let them seize and convert private property especially for HOA use
